Amend HB 2681, as follows:
      Strike all below the enacting clause and substitute the
following:
      SECTION 1.  Subchapter F, Chapter 502, Transportation Code,
is amended by adding Section 502.2731 to read as follows:
      Sec. 502.2731.  KEEP TEXAS BEAUTIFUL LICENSE PLATES.  (a)
The department shall issue specially designed "Keep Texas
Beautiful" license plates for passenger cars and light commercial
motor vehicles having a manufacturer's rated carrying capacity of
one ton or less.  The license plates must include the words "Keep
Texas Beautiful."
      (b)  The department shall design the license plate in
consultation with Keep Texas Beautiful, Inc.
      (c)  The department shall issue license plates under this
section to a person who:
            (1) applies to the county assessor-collector of the
county in which the person resides on a form provided by the
department; and
            (2) pays an annual fee of $50, in addition to the fee
prescribed by Section 502.161 or Section 502.162 and, if
personalized prestige license plates are issued, in addition to the
fee prescribed by Section 502.251.
      (d)  The department shall deposit fees collected under this
section in the state treasury to the credit of the state highway
fund.
      (e)  Forty-five dollars of each fee collected under
Subsection (c)(2) may be used by the department only for the
purposes of supporting the department's litter prevention and
community beautification programs.  The remainder of each fee
collected may be used by the department only to defray the cost of
administering this section.
      (f)  If license plates issued under this section are lost,
stolen, or mutilated, the owner of the vehicle for which the
license plates were issued may obtain replacement license plates
from the department by paying a replacement fee of $5.  If the
owner of a vehicle for which license plates were issued under this
section disposes of the vehicle during a registration year, the
person shall return the special license plates to the department.
      (g)  There is no limit to the number of passenger cars and
light commercial motor vehicles for which the person may apply for
the issuance of license plates under this section.
      SECTION 2.  Section 502.252, Transportation Code, is amended
to read as follows:
      Sec. 502.252.  CERTAIN SPECIALIZED PLATES AVAILABLE
PERSONALIZED.  A person applying for license plates under Section
502.258, 502.259, 502.260, 502.261, 502.262, 502.263, 502.264,
502.265, 502.269, 502.270, 502.271, 502.272, 502.273, 502.2731, or
502.274 may:
            (1) have a license plate number assigned by the
department; or
            (2) apply for personalized prestige license plates
under Section 502.251.
      SECTION 3.  This Act takes effect September 1, 1997.
      SECTION 4.  The importance of this legislation and the
crowded condition of the calendars in both houses create an
emergency and an imperative public necessity that the
constitutional rule requiring bills to be read on three several
days in each house be suspended, and this rule is hereby
suspended.
