Amend CSHB 2914 as follows: (1) In Section 1 of the bill, strike Subsection (a) (committee printing, page 1, lines 11-19) and substitute the following: (a) Except as provided by Subsections (c) and (d) of this section, the state shall grant and relinquish the state's right, title, and interest in and to the real property described by Subsection (g) of this section to the City of Port Arthur if: (1) the City of Port Arthur pays the sum of $25,000 to the General Land Office for the benefit of the permanent school fund; and (2) the City of Port Arthur: (A) changes the corporate boundaries of the city to exclude from the city any territory that is not located in the county in which a majority of the city is located; and (B) returns the territory to the unincorporated area of the county. (b) The commissioner of the General Land Office, on behalf of the state, shall convey the real property by issuing a patent to the City of Port Arthur. (2) In Section 1 of the bill, in Subsection (b) (committee printing, page 1, line 20), strike "(b)" and substitute "(c)". (3) In Section 1 of the bill, add a new Subsection (d) (committee printing, page 1, between lines 28 and 29) to read as follows and reletter subsequent subsections of Section 1 of the bill appropriately: (d) The real property may not be used by the City of Port Arthur or any subsequent transferee for the purpose of gambling. In this subsection, "gambling" has the meaning assigned by Section 47.02, Penal Code. (4) In Section 1 of the bill, in Subsection (c)(2) (committee printing, page 1, line 33), strike "except as provided by Subsection (b)" and substitute "except as provided by Subsections (c) and (d)". (5) In Section 1 of the bill, in Subsection (c)(3) (committee printing, page 1, line 37), strike "the City of Port Arthur" and substitute "except as provided by Subsections (c) and (d) of this section, the City of Port Arthur".
