Amend HB 2951 as follows:
      (1)  On page 1, line 20, between "A" and "guardian", insert
"permanent".
      (2)  On page 2, line 9, strike "and".
      (3)  On page 2, strike line 11 and substitute the following:
facility; and
            (3)  the court finds that the admission is medically
necessary based on the testimony or written submission of a
psychiatrist.
