Amend HB 3157 as follows:
      In SECTION 1, add subsection (c) after subsection (b) as
follows:
      "(c)  An electronic communication between legislators,
between a legislator and a legislative employee, or between
legislative employees is excepted from the requirements of Section
552.021."
