      Amend CSHJR 4 as follows:
      (1)  Insert the following new section, appropriately
numbered, and renumber the subsequent sections appropriately:
      SECTION ____.  Article VII, Texas Constitution, is amended by
adding Section 3-c to read as follows:
      Sec. 3-c.   An agency of the state government, including the
legislature, or of a political subdivision of this state may not
regulate the educational program of a private school in this state.
      (2)  On page 12, line 3, between "elderly," and "and", insert
"protection of private schools from state and local regulation,".
