      Amend CSHJR 4 as follows:
      (1)  On page 3, line 5, after "January 1, 1997" and before
the period add ", or in a reinvestment zone created by municipal
ordinance on or before April 1, 1997, for which a municipal tax
abatement agreement is entered into before July 1, 1997".
      (2)  On page 6, strike line 5 and substitute "(c-1)  The use
after December 31, 1997, of income earned from and receipts of
business activity on or before December".
