Amend CSSB 1 in ARTICLE 8 of the bill by adding the following
appropriately numbered section and renumbering the subsequent
sections appropriately:
      SECTION 8.___.  This Act does not apply to:
            (1)  a river or stream:
                  (A)  that constitutes or defines the
international boundary between the United States of America and the
United Mexican States; and
                  (B)  in which the water rights were not
adjudicated before the effective date of this Act;
            (2)  the waters of a river or stream described by
Subdivision (1); or
            (3)  a water improvement district that obtains all or
part of its water supply under:
                  (A)  contract with the United States; or
                  (B)  the Reclamation Act (43 U.S.C. Section 371
et seq.).
