Amend SB 29 as follows:
      On Page 44, line 6, insert the following new Section, and
renumber the subsequent sections appropriately:
      SECTION 74. Subchapter B, Chapter 231, Family Code, is
amended by adding a new Section 231.114, to read as follows:
      Sec. 231.114. Non-Cooperation by Recipient of Public
Assistance
      (a)  The failure of a person who is a recipient of public
assistance under Chapter 31, Human Resources Code, to provide
accurate information as required by Sec. 31.0315, Human Resources
Code, shall serve as the basis of a determination by the Title IV-D
agency that the person did not cooperate with the Title IV-D
agency.
      (b)  The Title IV-D agency shall adopt rules establishing the
actions or inactions of a recipient of public assistance which
constitute non-cooperation with the Title IV-D agency.
      (c)  The rules adopted under this section shall consider in
establishing the basis for a determination of non-cooperation by
the Title IV-D agency:
            (1)  whether good cause exists for such
non-cooperation;
            (2)  the failure of the person to disclose the name and
location of alleged or probable father or parent of the child, if
known by the person, at the time of application for public
assistance or at any subsequent time; and 
            (3)  the naming of a man as alleged father and the
subsequent exclusion of the man by parentage testing provided that
the person has previously named another man as the child's father.
