Amend CSSB 255 as follows:
      (1)  In SECTION 3 (page 2, after line 7), add a new
subsection (d) as follows:
      "(d)  The commissioner may waive the requirements in
subsection (c) for a public school district if the commissioner
determines that implementing this provision would present a
substantial hardship on the public school district."
