Amend CSSB 291 as follows:
      (1)  On page 13, line 26, after "state" strike "guidelines",
and substitute the words "laws, rules and regulations and
instructions promulgated directly from those laws, rules and
regulations".
      (2)  On page 14, line 2, after "state" strike "guidelines",
and substitute the words "laws, rules and regulations and
instructions promulgated directly from those laws, rules and
regulations".
