Amend CSSB 370 in SECTION 1.23 of the bill, proposed Section
223.041(c), Transportation Code, (page 25, line 19, house committee
report), by adding the following at the end of the subsection:
      The department shall attempt to make at least 20 percent of
the expenditures for engineering-related services with private
sector providers under this subsection with historically
underutilized businesses, as defined by Section 2161.001,
Government Code.
