Amend SB 645 as follows:
      1)  On page 9, in Section 13 of the bill strike Sec.
403.026(a) and substitute the following:
      "Sec. 403.026. RULES.  (a)  The comptroller may adopt rules
to interpret, implement and administer a state statute if the
statute specifically authorizes or requires the comptroller to
interpret, implement or administer the statute."
