Amend CSSB 747 by adding the following SECTIONS,
appropriately numbered, and renumbering subsequent SECTIONS
accordingly.
      SECTION ____. Section 4A(b), Development Corporation Act of
1979 (Article 5190.6, Vernon's Texas Civil Statutes), is amended by
adding Subdivision (3) to read as follows:
            (3)  Notwithstanding any other provision of this Act, a
corporation created under this section may not make an expenditure
of more than $1,000  without the unanimous consent of the governing
body of the city that created the corporation if the corporation
was created by a city:
                  (A)  with a population of not more than 23,000
and not less than 20,000;
                  (B)  that is located in a county having a
population of not more than 2.5 million and not less than 1.5
million; and
                  (C)  in which the voters of the city authorized
the imposition of a sales and use tax under this section and under
Section 4B of this Act before January 1, 1997.
      SECTION ____. Section 4B, Development Corporation Act of 1979
(Article 5190.6, Vernon's Texas Civil Statutes), is amended by
adding Subsection (o) to read as follows:
      (o)  Notwithstanding any other provision of this Act, a
corporation created under this section may not make an expenditure
of more than $1,000  without the unanimous consent of the governing
body of the eligible city that created the corporation if the
corporation  was created by an eligible city:
            (1)  with a population of not more than 23,000 and not
less than 20,000;
            (2)  that is located in a county having a population of
not more than 2.5 million and not less than 1.5 million; and
            (3)  in which the voters of the city authorized the
imposition of a sales and use tax under this section and under
Section 4A of this Act before January 1, 1997.
