Amend CSSB 775, committee printing, on page 1, line 29 by
inserting a new SECTION 2. to read as follows, and renumber the
remaining SECTIONS appropriately:
      SECTION 2.  CHAPTER 22, Human Resources Code, is amended by
adding a Section 22.032 to read as follows:
      Sec. 22.032.  CITIZENSHIP PROMOTION FOR OTHERWISE ELIGIBLE
LEGAL IMMIGRANTS.  (a)  The department by rule shall develop a
grant program to promote naturalization of lawfully present legal
immigrants as of May 1, 1997 who are ineligible for public
assistance solely because of their immigration status.
(b)  To the extent funds are appropriated by the legislature, the
program may provide grants for:
      (1)  Citizenship preparation assistance for legal immigrants
who are ineligible for federal Supplemental Security Income or Food
Stamps benefits, including:
            (A)  outreach to and information for legal immigrants
about the rights and responsibilities of citizens, the process of
naturalization, and the availability of citizenship services;
            (B)  support services for elderly or disabled legal
immigrants in the naturalization process, including transportation
and interpretation for Immigration and Naturalization Service
interviews;
            (C)  assistance in completing the application for
United States Citizenship; and
            (D)  instructions in civics, U.S. History and English
as a second language necessary for citizenship examination.
