Amend SB 1106, SECTION 1, by the addition of a new Subsection
(f) to read as follows:
      (f)  The Commissioner shall have authority to enforce this
article and is authorized to promulgate and enforce reasonable
rules and regulations as is necessary for the accomplishment of the
purposes of this article.
