line 15, by striking the words "a system of" and inserting "not
more than 20".
      2.  Amend Section 1 of SB 1158, Section 8.001(c), page 1,
line 23, by striking the words "system of".
      3.  Amend Section 1 of SB 1158, Section 8.002, page 1, line
34, by striking the words "The system of regional" and inserting
"Regional".
