Amend SB 1403 as follows:
      (1)  On page 2, line 8, add new SECTION 3 to read as follows:
      SECTION 3.  Section 521.422, Transportation Code, is amended
to read as follows:
      Sec. 521.422.  PERSONAL IDENTIFICATION CERTIFICATE FEE.
      (a)  The fee for a personal identification certificate is:
            (1)  $10 for a person under 65 years of age; and
            (2)  $5 for a person 65 years of age or older.
      (b)  The department shall collect an additional fee of $1 for
the issuance or renewal of a personal identification card to fund
the Blindness Education, Screening, and Treatment Program
established under Section 91.027, Human Resources Code, if the
person applying for or renewing a personal identification card opts
to pay the additional fee.
      Renumber subsequent SECTIONS accordingly.
