Amend SB 1856 by striking SECTIONS 19 and 20 of the bill and
substituting:
      SECTION 19.  The changes in law made by this Act apply only
to an offense committed or a violation of a statute or agency rule
that occurs on or after the effective date of this Act.  For
purposes of this section, an offense occurs, or a violation of a
statute or agency rule occurs, before the effective date of this
Act if any element of the offense or violation occurs before that
date, and the former law is continued in effect for that purpose.
      SECTION 20.  The importance of this legislation and the
crowded condition of the calendars in both houses create an
emergency and an imperative public necessity that the
constitutional rule requiring bills to be read on three several
days in each house be suspended, and this rule is hereby suspended,
and that this Act take effect and be in force from and after its
passage, and it is so enacted.
