DIGEST 

In 1994, there were 3,142 fatalities on Texas roads with 74.3 percent
occurring on the highway system.  This bill sets forth provisions
regarding the posting of signs along the roadside to promote traffic
safety. 

PURPOSE

As proposed, H.B. 17 sets forth provisions regarding posting signs along
roadsides to promote traffic safety.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 201K, Transportation Code, by adding Section
201.905, as follows: 

Sec.  201.905.  TRAFFIC SAFETY SIGNS.  Authorizes the Texas Department of
Transportation to implement a traffic safety program that includes posting
signs along the roadside at the 500 sites with the highest number of
traffic fatalities.  Requires the signs to be designed by the department,
and authorizes the signs to contain certain information.   

SECTION 2. Emergency clause.
  Effective date:  upon passage.
