SRC-MAX H.B. 540 75(R) BILL ANALYSIS Senate Research Center H.B. 540 By: Serna (Shapleigh) International Relations Trade & Technology 5-13-97 Engrossed DIGEST The 74th Legislature established colonia self-help centers to assist individuals and families of low income and very low income to finance, refinance, construct, improve, or maintain a safe, suitable home in the colonias designated service area. H.B. 540 would provide educational programs to educate colonia residents. PURPOSE As proposed, H.B. 540 sets forth provisions regarding educational programs offered to colonia residents by the Texas Department of Housing and Community Affairs. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 2306.586(c), Government Code, to authorize a self-help center to serve individuals and families of low income and very low income by providing monthly programs to educate individuals and families on their rights and responsibilities as property owners. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
