BACKGROUND 

SB 1509 of the 74th Legislature established Colonia Self-Help Center.  The
purpose of the selfhelp center is to assist individuals and families of
low income and very low income to finance, refinance, construct, improve,
or maintain a safe, suitable home in the colonias designated service area. 

PURPOSE

This bill, in effect, will additionally provide monthly programs designed
to educate individuals and families on their rights and responsibilities
as property owners. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 2306.586(c), Government Code, by adding
subdivision (11)  
  providing for monthly programs to educate individuals and families on
their rights   and responsibilities as property owners. 

SECTION 2.  Effective date September 1, 1997.

SECTION 3.  Emergency clause.
