SR H.B. 623 75(R) BILL ANALYSIS PUBLIC EDUCATION H.B. 623 By: Hernandez 4-21-97 Committee Report (Unamended) BACKGROUND Section 13.0321 of the former Education Code allowed teachers to receive certification in an area other than their original certification by taking an examination and by completing an internship. In 1995, Senate Bill 1 eliminated the statute providing for certification by examination, although the State Board for Educator Certification has the authority to continue this option and thus far has done so. Other options for certification, however, including alternative certification and school district teaching permits, still retain the authority of statute. PURPOSE HB 623 reinstates the statute that provides guidelines by which teacher's may receive additional certification. RULEMAKING AUTHORITY It is the committee's opinion that this bill expressly grants rulemaking authority to the State Board for Educator Certification in Section 1. SECTION BY SECTION ANALYSIS SECTION 1. This section adds a new Section 21.056 to Subchapter B, Chapter 21, Education Code, to allow certified educators to qualify for additional certification by taking an examination and completing an internship; the internship is exempt for an educator with a secondary certificate seeking additional certification in another secondary subject area. .SECTION 2. Emergency clause.
