Committee Report (Unamended)

BACKGROUND

Last session, Senate Bill 1, the education code revision, created local
school health advisory councils. These councils are representative of the
community and may include teachers, school administrators, students,
health care professionals, the business community, law enforcement, senior
citizens, and clergy. Their purpose is to recommend health education
curriculum to the local school board.

PURPOSE

HB 648 defines the role of local school health advisory councils to
address all school health education and programming issues. The bill also
expands the required membership of the council.

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution.
