JLM H.B. 648 75(R) BILL ANALYSIS PUBLIC EDUCATION H.B. 648 By: Coleman 5-1-97 Committee Report (Unamended) BACKGROUND Last session, Senate Bill 1, the education code revision, created local school health advisory councils. These councils are representative of the community and may include teachers, school administrators, students, health care professionals, the business community, law enforcement, senior citizens, and clergy. Their purpose is to recommend health education curriculum to the local school board. PURPOSE HB 648 defines the role of local school health advisory councils to address all school health education and programming issues. The bill also expands the required membership of the council. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS Section 1. Amends Section 28.004, Education Code by generally restructuring existing language and by expanding the membership of the council by requiring the appointment of at least one teacher, school administrator, student, health care professional, business community member, law enforcement member, senior citizen, clergy member, and member of a non-profit health organization to the council.
