SRC-MAX H.B. 685 75(R) BILL ANALYSIS Senate Research Center H.B. 685 By: Turner, Bob (Lucio) State Affairs 5-16-97 Engrossed DIGEST Currently, a person who is disabled as defined by Sec. 502.253, Transportation Code, is entitled to receive two disabled person identification placards, or one set of Disabled Person License Plates and one placard. This arrangement allows the disabled person to attach the placard to the rear view mirror of any vehicle in which he or she is a passenger. Some disabled individuals have specially equipped vehicles so they can drive themselves wherever they want to go. This bill sets forth provisions entitling a disabled person registered under this section to receive a set of identification placards for each vehicle the person owns which contains certain special equipment. PURPOSE As proposed, H.B. 685 sets forth provisions regarding the issuance of special license plates for a vehicle used to transport a person with a disability. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 502.253, Transportation Code, by adding Subsection (h), to entitle a person entitled to register a vehicle under this section to a set of special license plates under this section for each motorcycle, passenger car, or light truck owned by the person that is equipped with certain special equipment. SECTION 2. Makes application of this Act prospective. SECTION 3. Effective date: September 1, 1997. SECTION 4. Emergency clause.
