DIGEST 

Currently, Department of Public Safety employees are paid once a month.
The comptroller has the authority to designate state agency employees that
are to be paid twice a month.  This bill entitles Department of Public
Safety employees to be paid twice a month. 

PURPOSE

As proposed, H.B. 790 entitles Department of Public Safety employees to be
paid twice a month. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 659.082, Government Code, to provide that an
employee is entitled to be paid employment compensation twice a month if
the employee is employed by certain agencies, including the Texas
Workforce Commission, rather than the Texas Employment Commission, and the
Department of Public Safety. 

SECTION 2. Effective date: September 1, 1997.
  Makes application of this Act prospective.

SECTION 3. Emergency clause.
