IMF H.B. 790 75(R)BILL ANALYSIS STATE AFFAIRS H.B. 790 By: Gallego 4-10-97 Committee Report (Unamended) BACKGROUND Under current law, Department of Public Safety employees are paid once a month. Employees of the Department of Mental Health and Mental Retardation, the Department of Transportation, Department of Human Services, and the Workforce Commission receive pay twice a month. The comptroller has authority to designate other state agency employees to be paid twice a month. The statute requires that employee must hold a classified position under group 12 according to the salary schedule in the General Appropriations Act and that at least 30 percent of the eligible employees of an agency designated to be paid twice a month choose to be paid twice a month. PURPOSE Entitles Department of Public Safety employees to be paid twice a month rather than once a month. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 659.082, Subtitle B, Title 6, Government Code, to provide that employees of the Department of Public Safety are compensated twice a month. SECTION 2. Effective Date: September 1, 1997. Applies to compensation for a pay period that begins on or after that date. SECTION 3. Emergency Clause.
