JLM H.B. 792 75(R) BILL ANALYSIS PUBLIC EDUCATION H.B. 792 By: Lewis, Ron 5-2-97 Committee Report (Unamended) BACKGROUND The passage of Senate Bill 1 in the 74th Legislative Session dramatically decreased the authority of the State Board of Education. Such a decrease warrants a decrease in the number of meetings that the Board holds. PURPOSE The purpose of the bill is to limit the number of meetings that the State Board of Education may hold in a given year. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1 (a) Amends Section 7.106, Education Code, stating that the State Board of Education shall hold quarterly meetings in Austin. (b) Amends Section 7.106, Education Code, stating that the Board may not hold any meetings not required by Subsection (a). SECTION 2 Effective date. SECTION 3 Emergency clause.
