DIGEST 

Currently, the Texas Parks and Wildlife Commission (commission) has the
authority to set a lower fee or waive a fee for a hunting or fishing
license for a qualified disabled veteran.  However, the commission does
not have the authority to waive these fees for disabled veterans.  This
bill requires the commission to waive hunting or fishing license fees for
qualified disabled veterans. 

PURPOSE

As proposed, H.B. 827 requires the Texas Parks and Wildlife Commission to
waive hunting or fishing license fees for qualified disabled veterans. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 42.012(b), Parks and Wildlife Code, to require
the Texas Parks and Wildlife Commission (commission) to waive the fee for
a qualified disabled veteran.  Deletes a provision authorizing the
commission to set a lower fee for a qualified disabled veteran. 

SECTION 2. Amends Section 46.004, Parks and Wildlife Code, to delete a
provision authorizing the commission to establish a lower fee for a
resident who is a qualified disabled veteran as defined by Section
42.012(c) of this code.  Requires the commission to waive the fee for a
qualified disabled veteran as defined by Section 42.012.  Redesignates
existing subsections. 

SECTION 3. Effective date: September 1, 1997.

SECTION 4. Emergency clause.
