BACKGROUND 

Texas welfare reform (HB 1863) passed in 1995 required that administration
of the state's child care services be transferred from the Texas
Department of Human Services to the Texas Workforce Commission.  Beginning
September 1, 1997, Local Workforce Development Boards created by HB 1863
will begin assuming responsibility for the management of child care
services in their areas. Under current legislation, child care is not
among the constituent groups with representation on the local workforce
development boards.   

PURPOSE

This bill would add an individual with  child development or child care
expertise as a member of Local Workforce Development Boards. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS


SECTION 1: Amends Section 2308.256, Government Code, by adding Subsection
(g) which   requires at least one of the members appointed to a workforce
development board   under Subsection (a) to have expertise in child care
or early childhood education   in addition to existing required
qualifications. 

SECTION 2: Effective date.  Lays out procedure for applying the
requirements of this act to local   workforce development boards created
before the effective date. 

SECTION 3: Emergency Clause.  

COMPARISON OF ORIGINAL TO SUBSTITUTE

HB 905 SECTION 1 amended  Section 2308.256 (a), Government Code, by
requiring that a representative of child development and child care
entities be included in the membership of a local workforce development
board.  CSHB 905 SECTION 1 does not change Section 2308.256, Subsection
(a), but adds Subsection (g) to Section 2308.256, Government Code, which
requires that one member of the board have expertise in child care or
early childhood education.
