DIGEST 

Presently, trucks haul modules of cotton to the cotton gin and return to
the farm with empty trucks. Cotton burrs are collected from the gin by
trucks with a 20-foot bed and no specialized attachments and then returned
to the farm.  A cotton burr spreader attachment will haul twice as much
and spread it in one and one-half minutes as opposed to 10 minutes with
the current process.  This bill will provide regulations regarding the
width of certain vehicles transporting seed cotton modules. 

PURPOSE

As proposed, H.B. 920 provides regulations regarding the width of certain
vehicle transporting seed cotton modules. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 502.277(a), Transportation Code, to require the
Texas Department of Transportation to issue specially designed license
plates for single motor vehicles that are used only to transport cotton
burrs and that are not more than 10 feet, rather than nine feet, in width. 

SECTION 2. Amends Section 622.101, Transportation Code, to make conforming
changes. 

SECTION 3. Emergency clause.
  Effective date: upon passage.
