DIGEST 

Currently, when a non-Texas resident is in an accident and cannot show
proof of financial responsibility in the State of Texas, the Texas
Department of Public Safety sends a certified copy of the judgment to the
official in charge of vehicle licenses and registrations.  Mexico is not
included on the list of places to which the department has the power to
send a certified copy.  This bill requires the Texas Department of Public
Safety to notify the official in charge of vehicle licenses and
registrations in Mexico of a judgment against residents of Mexico. 

PURPOSE

As proposed, H.B. 1049 requires the Texas Department of Public Safety to
notify the official in charge of vehicle licenses and registrations in
Mexico of a judgment against residents of Mexico. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 601.331(e), Transportation Code, by requiring
the Department of Public Safety to send a certified copy of a judgment to
the official in charge of issuing driver's licenses and vehicle
registrations of the state, province of Canada, or state of Mexico in
which the defendant resides. 

SECTION 2. Makes application of this Act prospective.

SECTION 3. Effective date: September 1, 1997.

SECTION 4. Emergency clause.
