CJ H.B. 1055 75(R) BILL ANALYSIS JUVENILE JUSTICE & FAMILY ISSUES H.B. 1055 By: Tillery 3-20-97 Committee Report (Unamended) BACKGROUND Currently, a juvenile may obtain a driver's license despite the fact that he/she failed to appear in court or pay a fine in connection with a misdemeanor. PURPOSE As proposed, House Bill 1055 extends the department's authority to deny a license to juveniles for all outstanding delinquent misdemeanors punishable by fine. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS Section 1. Sec. 521.201 of the Transportation Code is amended by adding Subdivision (8) stating that a juvenile is ineligible for a license if the alleged offense was committed by the juvenile while under the age of 17 and, if he/she has been reported by a court for failing to appear or default in payment of a fine for all misdemeanors punishable by fine.
