STATE FEDERAL & INTERNATIONAL RELATIONS
H.B. 1062

Committee Report (Unamended)

BACKGROUND

Gives the Texas State Library and Archives Commission authority to obtain
criminal history information from the Texas Department of Public Safety
directly. The commission employs staff who have access to valuable state
archival records and to the stored confidential records of other state
agencies. The commission should be able to make sure that someone they
employ does not have criminal history that would put the Library or
Archives at risk.

This amendment would give the commission the same authority enjoyed by
many other state agencies with security-sensitive positions.

PURPOSE

This legislation allows the State Library and Archives Commission
authority to obtain criminal history information.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, department, agency, or institution.
