BLS H.B. 1081 75(R)BILL ANALYSIS NATURAL RESOURCES H.B. 1081 By: Price 2-26-97 Committee Report (Unamended) BACKGROUND In 1963, the 58th Legislature established regular monthly meetings for the Board of Port Commissioners for the Port of Port Arthur Navigation District ("the board"). The legislation provided that the board hold regular meetings at least twice each month, as well as any special meetings called by the president, or by the request of three (3) members of the board. Currently, the board is one of three port commissions in Texas required to meet twice a month. Members of the board have found that one meeting per month will suffice and would like to change the requirements to once a month. The provisions for special meetings called by the president, or by the request of three commissioners, are maintained. PURPOSE To change the frequency the board of commissioners of the Port of Port Arthur must meet from at least twice each month to at least once each month. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 16, Chapter 197, Acts of the 58th Legislature, Regular Session, 1963, to require the board to hold regular meetings at least once each month, rather than twice each month. SECTION 2. Emergency Clause. Effective date: upon passage.
