DIGEST 

Currently, the state does not expressively allow state employees to use
sick leave for parent-teacher conferences.  Occasionally teachers ask
parents to meet with them to address the educational and developmental
needs of their children.  This bill allows state employees to use eight
hours of sick leave per year to attend parent-teacher conferences for
their children. 

PURPOSE

As proposed, H.B. 1177 allows state employees to use eight hours of sick
leave per year to attend parent-teacher conferences for their children.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 661, Government Code, by adding Subchapter F, as
follows: 

SUBCHAPTER F.  OTHER CATEGORIES OF LEAVE FOR STATE EMPLOYEES

Sec.  661.151.  PARENT-TEACHER CONFERENCE LEAVE.  Provides that this
section applies to a state employee (employee) who is a parent of a child
who is a student attending a grade from prekindergarten through 12th
grade.  Authorizes an employee to use up to eight hours of sick leave each
calendar year to attend parent-teacher conference sessions for the
employee's children.  Requires an employee to give reasonable advance
notice of the employee's intention to use the sick leave to attend a
parent-teacher conference.  Defines "employee" and "parent." 

SECTION 2. Effective date: September 1, 1997.

SECTION 3. Emergency clause.
