TWT H.B. 1306 75(R)BILL ANALYSIS TRANSPORTATION H.B. 1306 By: Reyna, Elvira 4-9-97 Committee Report (Unamended) BACKGROUND Complaints regarding long lines and the amount of time it takes to register vehicles at county tax offices are frequently made by citizens. Some believe there is a need to make vehicle registration more convenient for Texas citizens. PURPOSE H.B. 1306 would allow new car vehicle registrations to be made at the owner's option for one, two or three years. The goal is to reduce lines at tax office vehicle registration windows and to make vehicle registration more convenient. RULEMAKING AUTHORITY It is the committee's opinion that this bill grants additional rulemaking authority to the Texas Department of Transportation (TXDOT) in Section 1, Section 502.158(c) and (g) in order to implement the provisions of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sec. 502.158, Transportation Code, by amending Subsection (c) to allow an owner of a new vehicle to pay registration fees for a designated period of 12, 24 or 36 months; and by adding Subsection (g) to require the TXDOT to issue a registration receipt and registration insignia that are valid until the expiration date of the designated period. SECTION 2. Effective Date -- September 1, 1997. Makes the Act prospective. SECTION 3. Emergency Clause.
