DIGEST 

Currently, there is an increasing workload being placed on the already
overcrowded court dockets. The county commissioners and county judge of
Smith County are requesting the creation of a third county court at law to
help ease the demand on the existing courts.  This bill provides that the
statutory courts of Smith County include County Court at Law Number 3.

PURPOSE

As proposed, H.B. 1403 provides that the statutory courts of Smith County
include County Court at Law Number 3.                 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 25.2141(a), Government Code, to provide that the
statutory courts of Smith County include County Court at Law Number 3.

SECTION 2. Emergency clause.
  Effective date: upon passage.
