PMWJ H.B. 1403 75(R)BILL ANALYSIS JUDICIAL AFFAIRS H.B. 1403 By: Kamel et al. 3-5-97 Committee Report (Unamended) BACKGROUND Because of the increasing workload being placed on the already over-crowded court dockets, the county commissioners and county judge of Smith County are requesting the creation of a third county court-at-law to help ease the demand on the existing county courts. Currently, Smith County has two county courts-at-law. PURPOSE House Bill 1403 creates a third county court-at-law for Smith County. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1 amends Section 25.2141(a), Government Code, by adding new Paragraph (3) to create County Court at Law No. 3 of Smith County. SECTION 2. Emergency clause.
