BACKGROUND 

Currently, the designated chairman of the governor for a day ceremony and
the chairman of the speaker's reunion day ceremony must file a report with
the Secretary of State that details the name and address of each
contributor to the festivities, the amount and type of contributions, and
the amount and purpose of all expenditures. 

PURPOSE

As proposed, H.B. 1449 would require the chairman of the governor for a
day and speaker's reunion day ceremonies to file their contributors,
contribution, and expenditure reports with the Texas Ethics Commission
instead of the Secretary of State. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 303.005 (a) of the Government Code to require
the chairman designated to conduct the governor for a day or speaker's
reunion day ceremonies to file the report detailing contributors,
contributions, and expenditures to the ceremonies to the Texas Ethics
Commission instead of the Secretary of State. 

SECTION 2.  Amends Section 571.030 (b) of the Government Code with a
conforming change. 

SECTION 3.  Amends Section 571.061 (a) of the Government Code with a
conforming change. 

SECTION 4.  Amends Section 571.091 (a) of the Government Code with a
conforming change. 

SECTION 5.  Effective date:  September 1, 1997.

SECTION 6.  Requires the Secretary of State to transfer all files referred
to in this Act to the Texas Ethics Commission by September 15, 1997. 

SECTION 7.  Emergency clause.
