JLM C.S.H.B. 1468 75(R) BILL ANALYSIS PUBLIC EDUCATION C.S.H.B. 1468 By: West, George "Buddy" 5-2-97 Committee Report (Substituted) BACKGROUND As the business community in Texas grows, so does the need for a population that is ready and trained to enter the workforce after high school. PURPOSE This bill creates a model school-to-work transition program, using Ector County Independent School District Career Center as the state's model. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1: Amends Subchapter F, Chapter 29, Education Code by adding Section 29.186. (a) Establishes Ector County Independent School District Career Center as the state's model career-targeted transition program. (b) Allows the program to develop a competency-based high school program which includes training for competency in curriculum areas and assesses student competency. (c) Allows the career-targeted transition program to offer curriculum and graduation requirements that are different from what is currently required. Also, end-of-course assessments are not required. TEA shall monitor the development, implementation, and assessment of the model career-targeted transition program. SECTION 2: Emergency Clause. COMPARISON OF ORIGINAL TO SUBSTITUTE SECTION 1: CSHB 1468 substitutes the word career-targeted for school-to-work, which is used in HB 1468, throughout the language.
