MMA H.B. 1629 75(R)BILL ANALYSIS HIGHER EDUCATION H.B. 1629 By: Berlanga 4-17-97 Committee Report (Unamended) BACKGROUND H.B. 1792, passed during the 74th Legislative Session, provided that the foreign student tuition fee not apply to foreign students who reside in a nation adjacent to Texas and who register in a Texas public college or university in a county immediately adjacent to the nation in which the foreign student resides. This bill also included foreign student tuition fee exemption for students registering at Texas A&M University-Kingsville. PURPOSE H.B. 1629 would add certain foreign students at Texas A&M University-Corpus Christi in the foreign student tuition fee exemption. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 54.060(b), Education Code, by including Texas A&M University-Corpus Christi as an institution in which the foreign student tuition fee prescribed by this chapter does not apply to a foreign student, if they are a resident of a nation situated adjacent to Texas. SECTION 2. Effective beginning with tuition charged for fall semester, 1997. SECTION 3. Emergency clause.
