BACKGROUND 

The Texas Catastrophe Property Insurance Association was created so that
people residing or owning property along the Texas coast could obtain
affordable insurance against natural weather related disasters. 

PURPOSE

As proposed, House Bill 1632 would change the name of the Texas
Catastrophe Property Insurance Association to the Texas Windstorm
Insurance Association. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Sec. 3. (2), Article 5.13-2, Texas Insurance Code, is amended
to read as follows. Changes name of association to Texas Windstorm
Insurance Association. 

SECTION 2. Sec. 2., Article 21.49, Texas Insurance Code, is amended to
read as follows: Changes name of association to Texas Windstorm Insurance
Association. 

SECTION 3. Sec. 3. (b), Article 21.49, Texas Insurance Code, is amended as
follows:  Defines association. 

SECTION 4. Sec. 4. heading, Article 21.49, Texas Insurance Code, is
amended as follows: Changes the name of heading. 

SECTION 5. Sec. 5 heading, Article 21.49, Texas Insurance Code, is amended
as follows: Changes the name of heading. 

SECTION 6. Sec. (f), Article 24.17, Texas Insurance Code, is amended as
follows: Changes name of association. 

SECTION 7. Art. 24.22, Texas Insurance Code, is amended as follows:
Changes name of association.
