IMF H.B. 1653 75(R)BILL ANALYSIS STATE AFFAIRS H.B. 1653 By: Wise 5-6-97 Committee Report (Unamended) BACKGROUND There is no current state law mandating whether the date of a state publication must be printed in the state publication. Many documents maintained by agencies or kept in libraries do not have a date of publication or distribution printed on the document. PURPOSE As proposed, H.B. 1653 would require each state publication to have the date the publication was produced or distributed printed on the publication. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 441.103 of the Government Code by adding Subsection (e) to require state publications to clearly print the date the state publication was initially produced or distributed. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
