DIGEST 

Currently, the Texas Open Records Act states that people should have
access to information about the affairs of their government and the
official acts of public officials and employees.  Although part of the
Open Records Act exempts certain personal information contained in
personnel files, employee evaluations and the majority of personnel files
are available with the proper request.  This bill clarifies that the
employee evaluations of community supervision officers are confidential. 

PURPOSE

As proposed, H.B. 1667  clarifies that the employee evaluations of
community supervision officers are confidential. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends 76.006, Government Code, by adding Subsection (f), to
provide that a document evaluating the performance of an officer of the
community supervision and corrections department who supervises defendants
placed on community supervision is confidential. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
