DIGEST 

Currently, the Veteran's Land Board (board) is required to use competitive
bidding to enter into real estate appraisal contracts.  In several
instances, the board has had to rebid several contracts because of
inferior work done by low bidders.  This bill would allow the board to
choose its own appraisers based on a certain qualification process.   

PURPOSE

As proposed, H.B. 1782 redefines "professional services" to include
certain real estate appraisers. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 2254.002(2), Government Code, to add real estate
appraising and a state certified or state licensed real estate appraiser
to the definition of "professional services." 

SECTION 2. Effective date:  September 1, 1997.

SECTION 3. Emergency clause.
