Power boilers, typically used by electrical utility companies to produce steam to generate power, and steam drums of unfired steam boilers, typically used by chemical, oil, and gas companies to transform waste heat into steam, must be inspected externally and internally each year to receive a certificate of operation. This bill extends the period between internal boiler inspections from 24 months to 48 months for power boilers and from 60 months to 84 months for unfired steam boilers. PURPOSE As proposed, H.B. 1836 extends the intervals between internal inspections of certain boilers. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS ARTICLE 1 SECTION 1.01. Amends Section 755.025, Health and Safety Code, by adding Subsection (f), to require the certificate inspection of gas fired boilers to include inspection of the gas regulator and/or pressure reducing valve servicing the boiler to verify proper venting to a safe point of discharge. SECTION 1.02. Amends Section 755.026(a), Health and Safety Code, to authorize the interval between internal inspections of power boilers to be extended to a period not exceeding a total of 48, rather than 24 months. Authorizes the inspection interval for the inspection of unfired steam boilers to be extended to the next scheduled downtime of the boiler, but not exceeding a total of 84 months, rather than 60 months. ARTICLE 2 SECTION 2.01. Effective date: September 1, 1997. SECTION 2.02. Emergency clause. SUMMARY OF COMMITTEE CHANGES Amendment 1. Adds SECTION 1.01, amending Section 755.025, Health and Safety Code, to add Subsection (f), and renumbers all succeeding sections accordingly.
