DIGEST 

The Texas Department of Transportation (TxDOT) owns property that could be
used for a university campus and a regional park fronting the Brazos
River.  This bill would transfer property from TxDOT to the University of
Houston System to establish an university campus in Fort Bend County and
to the City of Sugar Land to establish a regional park.     

PURPOSE

As proposed, H.B. 1961 sets forth provisions regarding the transfer of
certain state property from the Texas Department of Transportation to
certain governmental entities. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Provides that the legislature finds that the transfer of
property from the Texas Department of Transportation (TxDOT) to the Board
of Regents of the University of Houston System, as described by this
section, is in the public interest and serves a public purpose of the
state by performing certain functions.  Sets forth provisions regarding
the property transfer.   

SECTION 2. Provides that the legislature finds that the transfer of
property from TxDOT to the City of Sugar Land, as described by this
section, is in the public interest and serves the public purpose of the
state by performing certain functions.  Sets forth provisions regarding
the property transfer.   

SECTION 3. Emergency clause.
  Effective date:  upon passage.
