DIGEST 

Currently, Texas businesses have expressed support for efforts to have
more Texas students study in foreign countries.  Texas law enables Texas
institutions of higher education to establish such exchange programs with
counterparts in Mexico and Canada.  This bill allows the Texas Higher
Education Coordinating Board to establish a student exchange program with
other nations. 

PURPOSE

As proposed, H.B. 1989 allows the Texas Higher Education Coordinating
Board to establish a student exchange program with other nations. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 54.060(c), Education Code, to authorize the
Texas Higher Education Coordinating Board to establish programs with other
nations for the exchange of students to the extent practicable.  Provides
that the foreign student tuition fee prescribed in this chapter does not
apply to a foreign student participating in an exchange program
established under this section. Makes a nonsubstantive change. 

SECTION 2. Effective date: September 1, 1997.

SECTION 3. Emergency clause.
