DIGEST 

In 1995, the "La Entrada al Pacifico," was conceived by the Motran
(Midland-Odessa Transportation) Alliance and the Economic Development
Department of the Mexican State of Chihuahua as a trade corridor.  In
addition to the route in Texas, the corridor extends through Mexico to
Creel.  A new toll road from Creel to El Fuerte is proposed that will
provide highway access from Texas to a deep water Pacific port, which is
500 miles closer than Los Angeles.  This bill will assist in capturing a
greater percentage of trade with Mexico by designating a route through
Texas known as "La Entrada al Pacifico." 

PURPOSE

As proposed, H.B. 2115 will assist in capturing a greater percentage of
trade with Mexico by designating a route through Texas known as "La
Entrada al Pacifico." 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 225B, Transportation Code, by adding Section
225.034, as follows: 

Sec. 225.034. LA ENTRADA AL PACIFICO CORRIDOR.  Provides that certain
highways are designated as the future route of La Entrada al Pacifico
Corridor.  Requires the Texas Department of Transportation (department) to
design and construct commemorative markers to be placed along the corridor
indicating the highway number, its designation as the future route of La
Entrada al Pacifico Corridor, and any other appropriate information.
Requires the department to erect a commemorative marker at each end of the
memorial highway and at intermediate sites along the highway that the
department determines are appropriate. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
