SRC-JFA H.B. 2180 75(R) BILL ANALYSIS Senate Research Center H.B. 2180 By: Averitt (Duncan) Economic Development 5-14-97 Engrossed DIGEST In 1993, the legislature established a mandated benefit review panel under Article 21.52D, Insurance Code, to review legislative proposals that require health insurance to cover certain conditions. The panel becomes inundated with review requests during the legislative session and has not been able to study many of the proposals in time for legislative consideration. This bill would abolish the mandated benefit review panel. PURPOSE As proposed, H.B. 2180 abolishes the mandated benefit review panel established under Section 21.52D, Insurance Code, as added by Chapter 607, Acts of the 73rd Legislature, Regular Session, 1993. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Article 21.52D, Insurance Code (Review of Mandated Coverage in Health Benefit Plans). SECTION 2. Provides that the mandated benefit review panel established under Section 21.52D, Insurance Code, is abolished on the effective date of this Act. SECTION 3. Emergency clause. Effective date: upon passage.
